Participation eligibility: can Federal employees participate?

I'm curious to know if Federal employees can participate as private citizens working on this on their personal time.

    Yes federal employees can participate as long as they are not acting within the scope of their employment. For more information, just check the rules laid out in the America COMPETES Act.
